Im confused by what this question is asking of us to solve? Let me know if my answer makes any sense!
(CO32- and CH3COO-) can’t be a salt since it should be formed by a cation and an anion
For CH3COO- to form a basic solution I chose at random the following reaction:
NaCH3COO + H2O ——- Na+ (spectator ion) + CH3COOH (WA) + HO- (SB)
As you can see the salt CH3COO is part of then gives a basic solution as a WA + SB = Basic solution
For CO32- I chose:
BaCO3 + 2H2O ——- H2CO3 (WA) + Ba2+ (spectator ion) + 2HO- (SB)
As you can see the salt CO32- is a part of then gives a WA + SB = Basic solution
Note: WA = weak acid ; SB = strong base
