what i don’t understand is how an exiting vesicle can not be moving away from the plasma membrane?

But the vesicle fuses with the membrane no? So its moving towards the membrane, not away from it.

By logic, you can eliminate A and D because the membranes will fuse. Secondly, the membrane must be pulled outwards since it is exocytosis which eliminates answer c, leaving B as the correct answer.
