The individual hydrogen bonds between the molecules are weak, easily broken and temporary. They do not, however, require hydrolysis to break. Meaning 1 and 3 are correct and the answer must be C.

The confusion may come with choosing whether they are strong or not, but remember, they are only strong as a unit.
