First we can arrange the times of cities in ascending order and by numbering them for our convenience

According to the question, cities in which timings remain unchanged are Dubai(14), Singapore (15), Tokyo (1), so in these cities resetting the time never bring significant change and it can be eliminated.

With Sydney (2) & chicago (3) resetting time does not bring the time closer and still there will be a huge difference in time 1:37 and 10:37 respectively, so it can be eliminated.
