Hi!
Basically what they are saying here is that the name of each of these states are placed vertically and the letters (in capitals) can spin. They want us to find the one that looks the same when the letters spin.
All we need to do is identify which state has purely symmetrical letters. I.e. the letters L, N, D, K all look different when we spin them , but all the letters in HAWAII are completely the same when spun. So the answer is option E.
