Out of curiosity could someone explain why this CANNOT be an example of founder’s effect? Thanks in advance!

to me this is an example of bottleneck effect, a considerable external factor (earthquake, flood, predators…) reduces population size and force genetic drift
founder effect is when a small group that is not genetically representative of a population migrate to a new area and cause genetic drift, we have no mention of this in the text
