Logic_Order of Preference Chart

I have never come across anything like this, I naturally assumed the progressions according to the Wins with (1) solution to get to 1.
How do I correctly read this?

First we are told R<C, then that R<S
we have no information if S<C or C<S
so the orders R<C<S and R<S<C are both valid.
Thus there are more than one order of preference possible to satisfy the conclusion made in square 1.
