I tried to imagine the situation when arterioles reach the cells and venules then continue away from the cells.

When nutrients and O2 dissolve from arterioles into the cells, the pressure of the blood must be HIGHER than the pressure inside cells (osmotic pressure).

When wastes and CO2 dissolve from cells into the venules, the pressure inside the blood must be LOWER than the pressure inside the cells.

Finally, keep in mind the pressure inside the cells doesnt change, which gives E as the correct answer.
