I’m not sure if this is the answer please disregard if not!

constant velocity = no acceleration = no resultant force,
so force needed + upthrust = weight

F + pgV =mg where p is equal to fluid density of freshwater = 1000kgm^-3
F + 100010340 = 1530x10
F = 15300-3400000
= - 3384700 N which is 3384700 N upwards.

Honestly I’m not sure if I’m right so someone please double check with this!
