Promoters and opressors

are the promoter and opressor sequences only found in specific types of cells or can they be found in all? google gives a weird confusing answer ahahah thanks!!

Yeah promoter, operator and repressor, those region altogether is called an operon which in turn makes up to form gene, so you can say that they are both on eukaryotes and prokaryotes. Although prokaryotic qnd eukaryotic operon are a bit different
